Greece still offers a €250,000 property route in 2026, but not for an ordinary apartment. Understand conversion timing, listed buildings and the checks before buying.

An apartment advertised at €250,000 in Greece may be a perfectly sound purchase and still be unsuitable for a Golden Visa. The price is only the first question. The building's legal history can decide the rest.
Greece has kept a lower-cost property route while raising the entry price for ordinary residential purchases. In 2026, the €250,000 exceptions centre on qualifying changes of use to housing and the restoration of listed buildings. For a buyer, that means looking beyond the finished kitchen to the documents that made the apartment possible.

Spain stopped accepting new investor visa applications from 3 April 2025. Portugal removed real estate from new Golden Visa investments in October 2023; its current investment-residence framework retains other qualifying activities. Existing holders and transitional cases are separate matters.
Greece chose a different approach. Ordinary purchases now face a €800,000 threshold in Attica, including Athens, as well as the Thessaloniki regional unit, Mykonos and Santorini. The same level applies to islands with more than 3,100 residents. Elsewhere, the standard threshold is €400,000. These purchases generally require a single property with at least 120 square metres of main space. Enterprise Greece explains the regional thresholds.
The €250,000 exceptions have a different purpose. Converting non-residential space can add homes without bidding for an existing apartment. Restoring a protected building can return neglected property to use. That is the policy logic, not proof that every project creates affordable housing. Price and actual use still matter.
Greece's official change-of-use procedure requires a minimum acquisition value of €250,000 in a single property whose main spaces are converted to residential use. The 120-square-metre rule does not apply to this exception.
The key timing point is easy to miss: the change of use must be completed before the residence application. An approved permit or a developer's promise is not the same thing. The current procedure also ties completion to the rules effective from 5 April 2024, with specific treatment of earlier permits that were subsequently updated or revised.
For industrial premises, additional evidence of inactivity over the preceding five years is required. An engineer's technical report forms part of the file. A freshly painted apartment does not establish its previous lawful use.
Before paying a reservation fee, ask your Greek lawyer and engineer to confirm that the identified title qualifies. A building may contain several new homes, but the sale documents must establish precisely which single property you are acquiring.
A listed-property purchase is not just a conversion with an older facade. Greece maintains a separate official procedure for listed real estate. The notarial evidence must identify the Government Gazette designation protecting the building or its facade. A seller calling a property “historic” does not establish that status.
The acquisition threshold is €250,000, but restoration obligations have their own consequences. Completion of the restoration is a condition for renewing the permit. The Finance Ministry's explanation of the framework distinguishes this from the conversion route's pre-application completion requirement.
Get the restoration scope priced before you compare the property with a completed conversion. A protected staircase or facade may need specialist work. Responsibility for common parts can also sit outside the apartment's own refurbishment contract. The low entry threshold should not hide an open-ended construction obligation.
Many buyers reasonably prefer a developer-led project to managing a renovation themselves. The contract can put construction delivery with the developer. It cannot make the buyer's immigration eligibility independent of that delivery.
Ask what happens if the approved layout changes. Establish who supplies the completion evidence and when the final payment becomes due. If the project misses the date needed for your residence plan, is there a contractual remedy you can actually enforce?

Eligibility and value are different tests. A compliant unit can still carry a large residence-related premium. Compare it with ordinary homes in the same neighbourhood, using the same definition of floor area.
For illustration, a €250,000 apartment with 50 square metres of usable space costs €5,000 per square metre before acquisition expenses. At 70 square metres, the same price is about €3,571. Neither figure says whether the unit is cheap. It does make a comparison possible once you check condition and local demand.
Request separate figures for the purchase and any additional works. Ask for acquisition taxes and professional charges in writing. Furniture packages and management fees belong in the total budget too, even when they don't count towards the qualifying purchase value.
We would not rely on a claim that only 80 or 100 qualifying projects exist across Greece without a dated, independently checkable inventory. A project list can be useful, but it is not a title review. Nor does a national application count reveal demand for one particular conversion in one district.
If you are still deciding between property and another form of investment residence, compare the structure with Portugal's remaining residence routes. The useful comparison is the total commitment and the obligations you are willing to keep, not just the advertised minimum.
Do not build the investment case around holiday letting. The Greek framework prohibits short-term rentals of properties acquired under these rules. Converted residential properties also face restrictions on use as a business headquarters or branch. A rental manager's sales estimate cannot override those limits.
A long-term residential letting may be possible, but net income needs a realistic allowance for vacancy and running costs. Ask for comparable leases, not merely projected nightly rates.
Keeping the qualifying investment matters for renewal. Selling it can end the seller's investor residence. Do not assume a later purchaser automatically inherits your €250,000 exception either. Have the exit treatment checked under the rules in force when you sell. That affects the pool of potential buyers and therefore the price you may obtain.
The programme is legally described as permanent investor residence, with a five-year permit renewed while the qualifying conditions continue. It is not an unconditional lifetime card. There is no minimum annual stay for maintaining this investor permit, although application formalities such as biometrics still need arranging. The permit provides residence in Greece and short visits to other Schengen countries under the usual 90-days-in-180 limit. It does not confer the right to settle or take a job anywhere in the EU. The investor category itself does not grant access to employment in Greece.
Citizenship is a separate process. Buying property and renewing a card from abroad does not establish the actual residence and integration needed for naturalisation. Tax residence also requires its own analysis; a Golden Visa is not a tax exemption.
The €250,000 route remains worth examining for a family seeking Greek residence without immediate relocation. Its appeal is real, but narrower than the headline suggests. You are buying a particular legal history as well as a home.
