Why Tonga.
Tonga is a Polynesian kingdom of around 170 islands in the South Pacific, with a population near 100,000. In 2026 the country's new Prime Minister endorsed a proposal for a citizenship-by-investment program, reportedly drafted by Henley & Partners. That endorsement is the whole story so far: there's no enabling legislation, no program office, and no confirmed launch date.
We're including Tonga here because the proposal is specific enough to be worth tracking, not because you can act on it today. The numbers in circulation are USD 190,000 for a single applicant and USD 220,000 for a family of two to four. Those are proposed figures, and they may move before anything becomes law.
If it does launch near those terms, the appeal would be a mid-tier Pacific passport at a low entry point. Our Mobility Score puts the Tongan passport at 157, which is more capable than the small-island entry-level documents, though it doesn't reach the Schengen Area.
The honest advice for now is watch and wait. A proposal endorsed by a head of government is a real signal, but it isn't law, and we won't tell you otherwise.
